The Canadian singer, 16, refused to get into his mum's car after flunking the exam - preferring to walk home in the rain and sulk on his own.
Super-confident Justin had expected to breeze through the test and earn a driver's permit.
That would have allowed him to get behind the wheel of his 16th birthday present - a Range Rover given to him by his mentor, RnB star USHER.
But the teenager, whose hits include Baby and U Smile, failed to make the grade and flew into a strop as his mum tried to take him home.
Justin said: "There was no way I was getting in the passenger seat, bawling like a ten-year-old. She kept calling me as I walked to the corner of the parking lot and stood by the street. I felt every car driving by was taunting me."
The fuming singer admits taking out his disappointment on passing motorists.
Writing in his book First Step 2 Forever: My Story, Justin adds: "Some girl drove by, putting on mascara as she weaved down the boulevard - but she sure had a driver's licence, didn't she?
"Some dude cruised by in a truck, smoking a cigarette, which he tossed on the street like the world was his ashtray.
"I bellowed after him, 'I hate you'! It felt so good. I bellowed at the next guy, 'I hate you too! And I hate you! And I hate you!'"
Justin passed his test a month later in April in Atlanta, Georgia, and has since been seen driving an array of top-of-the-range cars.

Justin Bieber is allegedly on the brink of having a 'mental breakdown' after claims that he is finding it hard to deal with the pressures of fame and his hectic work schedule.
Reports suggest that the 16-year old singing sensation lost over 10 pounds in weight and even collapsed at a gig last month after suffering from 'exhaustion.'
According to the National Enquirer, the Somebody To Love star cancelled an appearance at the New York State Fair in August because he was so ill, he passed out beforehand.
A source told the publication: "Justin couldn't go on. He hit the bed and virtually passed out. I think he was wiped out physically and mentally. He crashed. The vicious work treadmill finally caught up with Justin the night he cancelled."
They continued: "He gives every show his all, but he suddenly got light-headed and very woozy.He had to go to bed because he felt dizzy. The kid is seriously fatigued"
Despite claims that Justin pulled-out of the show because he was 'super-sick', the insider added that the teenager needs a 'proper break' from work in order to make a full recovery.
They explained: "Justin puts on a brave front for the cameras, but he's still weak, and doctors insist that he rest more or else he risks another collapse."
"But he can't - or won't - because he doesn't want to disappoint his mom, his manager or his fans."
Regardless of the fears for his health, Justin has expressed his excitement at making his debut at the VMAs on Sunday.
The One Time hitmaker took to Twitter, telling his followers: "Off to rehearsal for the VMA's!! We are almost there...just 4 Days now!!!"
He later added: "Hyped about this VMA performance....gonna be sick!!!"

Canadian pop star Justin Bieber’s voice is changing as he goes through puberty and it could ruin his career. He’s reported to be working with a voice coach, but can no longer hit the high notes. Is his career in jeopardy?
While his trademark fringe haircut has remained the same, Bieber, 16, confesses his voice is changing, as he goes through a growth spurt.
“I’m not like some super human whose voice doesn’t go through puberty,” Justin told reporters at the MuchMusic Video Awards in Toronto. “Everyone goes through puberty.”
Bieber’s training with his vocal coach, Jan Smith in Atlanta, to work through any issues stemming from his changing voice.
“He’s gone from a Michael Jackson high to more of a dark-mocha tone,” Smith tells USAToday.
She adds: “In some ways, Justin is just a normal kid going through puberty: He doesn’t want to study (Bieber travels with a tutor and does three hours a day of schoolwork), he likes girls (he was recently crushing on Kim Kardashian) and loves to watch movies.”
However, Bieber is also more grown-up in a lot of ways because he’s a professional entertainer, she says.
“He’s very mature around adults, and we are all here to make sure that he’s not harmed by an industry that is known to eat up young kids and spit them out,” says Smith.
Still, Bieber has the some of the same concerns other teenage boys his age have.
“Thanks to the music industry, I’m going to be really short,” jokes the 5′6″ singer, referring to his around-the-clock performing and travel schedule that cut into his sleep time. “[I'm working] in the middle of my growth spurt.”
To keep from going crazy, Bieber takes off one day a week to relax and hang out with friends.
“We try to take off at least one day a week for me to be a regular kid, go play basketball, hang out with my friends and, you know, just do what I like to do,” he says. “Sometimes for that day I just sleep all day because the six days before I’m exhausted.”
In addition to basketball, Justin also enjoys hockey, bowling, going to the beach and playing football.
Despite his incredible rags-to-riches story, Bieber remains fairly centered.
“I come from a small town of 30,000 people, and I never thought I’d do anything other than maybe take over my dad’s construction business,” he says. “In that sense, my story is something I can share with others to say anything is possible.”
Thanks to his busy career, Justin has little time for romance.
“Right now, there’s no one, I’m single,” he confesses. “Maybe I’ll get a girlfriend soon, but it’s hard because I travel so much.”
